scopeSCOPE
The budget account number is a 26-digit control number divided into sets of digits and assigned to all City budgeted transactions. It is used to clarify and charge an agency’s expenditures and appropriations. A budget account number is divided into five (5) sections, each of which can be specifically identified. The budget account number used to be a 15-digit control number. A description of both the old and the new types of account numbers appears below.

<strong>
<em>FUND TYPE</em>
</strong>
The first 4 digits of the account number identify the type of Fund from which resources will be made available for the operation of the program. Funds are categorized according to the following designations:
1001 – General Fund
2000 – Internal Service
2022 – Convention Center Bond Fund
2024 – Conduit Enterprise Fund
2070 – Waste Water Utility
2071 – Water Utility
2072 – Stormwater Utility
2073 – Loan & Guarantee Enterprise
2075 – Parking Enterprise
2076 – Parking Management
3001 – Motor Vehicle
4000 – Federal
5000 – State
6000 - Special
Since Fiscal 2013, Motor Vehicle funds have been combined with the General Fund for purposes of City appropriation; the City continues to report on all services and activities supported through State highway users revenues. For a description of each fund type, please refer to <cite data-path="§AM-420-4">AM-420-4</cite>.

<strong>
<em>DETAILED FUND and GRANT YEAR</em>
</strong>
The fifth through eighth digits identify the detailed fund. For all General, Parking, and Utility funds, this segment is identified with a generic code of “0000”. For federal, State, and special grant funds, this four digit segment is a unique identifier for an individual grant. The first digit of the detailed fund will match the first digit of the fund number (ex: <strong>4</strong>000-<strong>4123</strong>xx or <strong>5</strong>000-<strong>5678</strong>xx)
<strong>xxxx-XXXXxx-xxxx-xxxxxx-xxxxxx</strong>
The next two digits identify the grant year. For each detailed grant, this segment allows for identification of the grant year when revenues are received or expenditures are charged (ex. – “4000-4123<strong><u>15</u></strong><strong>”</strong> would indicate a grant year of 2015. General, Parking, and Utility Funds again are identified through a generic code of “00” since accounts are appropriated on an annual basis.
<strong>xxxx-xxxxXX-xxxx-xxxxxx-xxxxxx</strong>
<strong>
<em>SERVICE</em>
</strong>
The eleventh through fourteenth digits designate the service. Each service number should have a unique identifier and correspond with a single agency.
<strong>xxxx-xxxxxx-XXXX-xxxxxx-xxxxxx</strong>
<strong>
<em>ACTIVITY AND SUB-ACTIVITY</em>
</strong>
The fifteenth through eighteenth digits will identify an activity. Each activity should have a unique four-digit designation and correspond with a single service.
<strong>xxxx-xxxxxx-xxxx-XXXXxx-xxxxxx</strong>
The following two digits (nineteenth and twentieth) will identify a sub activity. Few budgets are appropriated at a sub-activity level, but this designation may assist in identifying additional cost centers within an activity for accounting purposes. If a sub-activity is not budgeted, it is identified with a generic “00” code.
<strong>xxxx-xxxxxx-xxxx-xxxxXX-xxxxxx</strong>
<strong>
<em>NATURAL (OBJECT AND SUB-OBJECT)</em>
</strong>
The twenty-first through the twenty-sixth digits identify the natural account. This segment provides information on the line item identification. Expenditure accounts will begin with a “6”, while revenue accounts will begin with a “4”. The object of expenditure will be the 3rd digit in this sequence, and the sub-object of expenditure will be the last two digits in this code.
A list of the objects of expenditure is available in <cite data-path="§AM-420-4">AM-420-4</cite>. A detailed list of the current natural expenditure account designations is available from BBMR upon request.
