A.
Adoption.
The Baltimore City Department of Housing and Community Development adopts these rules and regulations under the City Building Code, §§ 104 {“Duties and Powers of Building Official”} and 109.5.9 {Penalty Surcharge”}.
B.
Scope.
(1)
These rules and regulations require the Building Official to assess a penalty surcharge when work on a property is performed:
(a)
without a permit;
(b)
outside the scope of a permit; or
(c)
after the suspension of a permit.
(2)
These rules and regulations provide standards and criteria for the reduction of surcharges assessed for work performed:
(a)
without a permit;
(b)
outside the scope of a permit; or
(c)
after the suspension of a permit.
