## Regulation .05 Permits - Issuance.

Balt., Md., COBRA § 14.02.01.05 (2026)

A. The Department may issue up to three dockless vehicle permits annually through:

  (1) A renewal of an existing permit; or

  (2) A competitive application process.

B. Except as provided in <cite data-path="14.02.01.05|C.">§C of this regulation</cite>, a permit holder shall maintain a daily fleet of two or more vehicle types.

C. If a permit holder administers an adaptive vehicle program, the permit holder may maintain a fleet of a single vehicle type.

D. If a permit holder fails to meet one or more of the standards in <cite data-path="14.02.01">this chapter</cite>, the Department shall:

  (1) Review the performance of the permit holder under the permit issued; and

  (2) Assess the violation for a citation in accordance with <cite data-path="14.02.01.26">regulation .26 of this chapter</cite>.
