## Regulation .03 Exceptions to Street-cuts Permits.

Balt., Md., COBRA § 14.03.01.03 (2026)

A. Unless the work qualifies as an emergency excavation under <cite data-doc="City of Baltimore, Md., Code" data-path="|26">City Code Article 26</cite>, §15-13, no person, including a City agency, may excavate in a Public Way without first obtaining a Street-cuts permit.

B. Directional Drilling is not permitted within the City Right-of-Way

  (1) for electrical utilities and facilities,

  (2) for other utilities and facilities, including sanitary and gas lines, without prior written approval from the Director.
