## Regulation .01 Adoption and Applicability.

Balt., Md., COBRA § 17.04.01.01 (2026)

A. These rules and regulations are promulgated by the Mayor’s Office of Employment Development (“MOED”) pursuant to <cite data-doc="City of Baltimore, Md., Code" data-path="|5">City Code Article 5</cite>, Subtitle 27.

B. These rules are

  (1) applicable to:

    (a) every contract for more than $300,000 made by the City, or on its behalf, or

    (b) every agreement authorizing assistance valued at more than $5,000,000 to a City subsidized project; but

  (2) not applicable to a contract or an agreement that is made by the City, or on its behalf

    (a) in the event of an emergency,

    (b) pursuant to <cite data-doc="City of Baltimore, Md., Charter" data-path="VI">Baltimore City Charter Article VI</cite>, §11(e)(ii).
