The Director of the Office of Intergovernmental Research shall be a person who has had responsible prior experience in:legislative analysis; and subjects relating generally to government, public policy, fiscal policy, law, or political science. The Director shall devote full time to performing and carrying out the duties and assignments of the Office of Intergovernmental Research, as set forth in this subtitle and as may otherwise be assigned. And subject to the provisions of this subtitle, the Director shall not hold any other municipal office or position or perform any of the duties or responsibilities conferred upon another municipal officer by Charter or ordinance.
