Properties that are subject to the Supplemental Tax are not required to pay any other charges or fees for services generally provided within the District by the Authority. However, the Authority may impose charges and fees for any special services requested by and performed for 1 or more property owners. With the approval of the Board of Estimates, the Board may establish other fees and charges for specific services performed:within the District; within areas adjoining the District; for properties and owners not subject to the Supplemental Tax; and in conjunction with partnerships encouraged by this subtitle. The Financial Plan may provide for the allocation of resources and services to particular sections of the District, including allocations that reflect, in part, the contributions made by those sections of the District to the financial resources available to the Authority, and, in part, the needs of those sections.
