## § 11-14 Rules and regulations.

Balt., Md., Code art. 14, § 11-14 (2026)

Subject to Title 4 {“Administrative Procedure Act – Regulations”} of the <cite data-path="|general">City General Provisions Article</cite>, the Commissioner is hereby authorized and empowered to make, adopt, promulgate, and amend, from time to time, such rules and regulations as the Commissioner may deem necessary or proper:

(1) to carry out and enforce the provisions of this subtitle;

(2) to define or construe any of the terms and provisions of this subtitle; and

(3) to provide for the procedures of the Appeals Board created herein.
