Subject to the approval of the Board of Estimates, the Board shall adopt an annual financial plan, based on the City’s fiscal year, consisting of at least a budget indicating the anticipated use of local impact grants received by the Authority. The Board shall submit to the Board of Estimates all materials relating to the proposed plan at least 2 months before the plan’s proposed effective date. Before adopting the financial plan and making recommendations to the City, the Board shall arrange for a public hearing on the proposed plan.
