## § 20-8 Annual financial plan.

Balt., Md., Code art. 14, § 20-8 (2026)

(a) The District Management Committee shall adopt an annual financial plan, based on the City’s fiscal year, consisting of at least a budget and a proposed District special assessment to be levied on assessed businesses.

(b) Before adopting the financial plan and making recommendations to the City, the District Management Committee shall arrange for a public hearing on the proposed financial plan.  Notice of the hearing must be published in a newspaper of general circulation in Baltimore City at least once a week for 3 consecutive weeks.

(c) The District Management Committee may not approve a financial plan that includes District special assessments in excess of those approved by the Board of Estimates.
