It is unlawful for the proprietor or person in charge of any premises on which there is a pinball machine (as that term is described and characterized in <cite data-path="|15">this article</cite>), which is or should be licensed under <cite data-path="|15">this article</cite>, to permit any person under 16 years of age to operate that device at any time.
