“Department” means the Department of Consumer Protection and Business Licensing. “License” means the license to engage in the business of towing vehicles within Baltimore City issued pursuant to this subtitle. “Motor vehicle” means any vehicle which is self-propelled or propelled by electric power obtained from overhead electrical wires, but not operated upon rails. “Person” has the meaning stated in <cite data-path="|general|1|1|1-107">§ 1-107 </cite>of the City Code’s <cite data-path="|general">General Provisions Article</cite>. When used in any clause imposing a penalty, the term “person”:as applied to a partnership or association, includes the partners or members thereof; and as applied to a corporation, includes the officers thereof. “Police Department” means the Baltimore City Police Department. “Storage” means the holding and safekeeping of motor vehicles. “Towing” means the moving or removing of a vehicle by another motor vehicle. “Towing service” means the operation of removing or towing motor vehicles for compensation. “Tow truck operator” means any person who is the operator of a towing vehicle.
