No lessee shall make any installations or alterations on any the leased stall spaces until: plans have been submitted to and approved by the Mayor or his authorized agent; a permit therefor has been obtained from the Commissioner of Housing and Community Development; and the approval of the Health Department of Baltimore City has been obtained where said approval is required.
