No permit shall be issued for minor privilege stalls or stands within 2 blocks of the limits of the several markets, as herein defined, except for: outdoor table service, when accessory to a restaurant use; and a property owner who has operated a business in the same block since 1931, when accessory to the business conducted at that location.
