The President of the Market Association, with the majority approval of the members, may recommend to the Mayor or his authorized agent non-renewal of licenses to those members who fail to pay any dues or assessments which may be levied against the members of the Association. If in the judgment of the Mayor or his authorized agent such recommendation is justified, he will:duly advise such members in writing, giving them not less than 30 days in which to make the said payment; and failing that, to deny renewal of the license at the expiration of the current period for which they have paid.
