Subject to Title 4 {“Administrative Procedure Act – Regulations”} of the City General Provisions Article, the Police Commissioner shall: adopt rules and regulations to carry out this article; adopt rules, regulations, orders, policies, or other directives:relating to or in connection with the administration of the Department; and for the purpose of:safeguarding the lives and safety of all individuals within the City; protecting property within the City; and assisting in securing to all individuals the equal protection of the law.
