Any person who violates the provisions of this subtitle shall be guilty of a misdemeanor and, upon conviction thereof: shall be fined not less than $100 nor more than $250 for the 1^st offense; and if convicted a 2^nd time for a violation of this subtitle, the person or persons so offending shall be fined a sum not less than $250 nor more than $500; and in case of being convicted more than twice for a violation of this subtitle, such person or persons shall be subject to a fine of not less than $500 nor more than $500 or to imprisonment for not more than 180 days, or to both such fine and imprisonment, in the discretion of the court.
