It is unlawful for any person to ride on a bumper, fender, or any exterior portion of any public passenger motor bus or other common carrier. Any person violating the provisions of this section is guilty of a misdemeanor and upon conviction thereof shall be subject to a fine not exceeding $10. City Code, 1976/83, art. 19, §216 Ord. 70-927
