The cars running upon said railway tracks shall not remain standing on the line of their routes, but shall be subject to all the police regulations which are now or may hereafter be contained in the ordinances of the City in regard to railway cars or other vehicles, so far as said regulations may be applicable thereto. The sum of $5 shall be paid annually upon each car running regularly on said railway tracks, as license fee therefor, to the Director of Finance.
