The Department of Recreation and Parks shall pay for the water used in the public parks and squares, the charges to be at the rate or rates fixed by the Board of Estimates for water used by individuals, firms, and corporations where meters are installed. The Board of Estimates may, however, in its discretion, make an agreement with the said Department of Recreation and Parks for the payment of a certain amount each year in lieu of said charges.
