Before the work provided for in § 16-6 shall be covered up or put in operation, the said work must be approved by the Commissioner of Housing and Community Development or the Commissioner’s representative. Any violation of the provision of this section shall subject the offender to a penalty of not less than $5 or no more than $1,000 to be collected as other fines are collected.
