§ 3-1 Permit required.

All industrial/commercial users proposing to connect or to discharge, directly or indirectly, into a public sanitary or combined sewer must apply for a wastewater discharge permit before connecting to or discharging into a public sanitary or combined sewer.

All industrial or commercial users connected to or discharging into a public sewer after June 28, 1984, must apply for a permit.

The discharge of industrial or commercial wastewater to the public sewer without having applied for a permit shall result in the assessment of penalties as provided by §§ 3-2 and 23-4.

any user who is subject to national categorical pretreatment standards;

any significant industrial user;

any user whose discharge would be in violation of Subtitle 2 {“Control of Sanitary and Storm Sewers”} of <cite data-path="|25">this article</cite>;

any user regulated by state pretreatment requirements;

any user using, storing, or generating prohibited, toxic, or priority pollutants; and

any other user as required by the Director.
