The doing of any of the aforesaid work on the said assessment plan, or at the general expense and without assessment therefor, shall not be held, taken, or construed as: acceptance of any dedication of any alley; or obligating the City to thereafter maintain any of the said alleys except as herein provided; or in any way affecting the legal status of any alley.
