The purpose of <cite data-path="|31">this article</cite> is to:

(1)

provide for the safe and expeditious movement of traffic in the City of Baltimore;

(2)

protect the safety of the citizens using its streets; and

(3)

create conditions favorable to the safe and expeditious movement of mass transit vehicles in the City of Baltimore.
