The Authority’s Board of Directors, established under <cite data-path="|31|§13-7">§ 13-7 of this article</cite>, shall adopt rules and regulations to:implement the Program; provide for the payment of major change costs under <cite data-path="|31|§10-20">§ 10-20 of this subtitle</cite>; allow for the issuance of special permits under <cite data-path="|31|§10-22|(d)">§ 10-22(d) of this subtitle</cite>; and otherwise carry out this subtitle.
