A developer, property owner, or establishment seeking a major change to a Residential Permit Parking Plan under <cite data-path="|31|§10-19">§ 10-19 of this subtitle</cite> that would allow for the issuance of new permits of any type is responsible for the costs of the major change process, as determined by the Executive Director. The rules and regulations adopted under <cite data-path="|31|§10-8">§ 10-8 of this subtitle</cite> must include rules and regulations to:determine the costs of a major change process that must be paid under this section, determine what parties are responsible for costs under this section, and otherwise carry out this section.
