In addition to the foregoing, the Commission shall have the following powers: to prepare and be responsible for a comprehensive parking policy for Baltimore City; to study patterns of available parking facilities; to study and ascertain how available parking facilities influence and affect mass transit and other modes of transportation; to study and make recommendations to appropriate City, State, or Federal agencies with regard to parking policy in Baltimore City; to study parking fees and make recommendations in regard thereto; to study general design criteria for parking facilities and recommendations in regard thereto; to develop and implement a comprehensive downtown parking facility; to assist any, and all public or private segments of the community involved in on-street or off-street parking; and to study parking lot operations in Baltimore City.
