No person may: in any way solicit towing business; or attempt or offer to take any disabled vehicle in tow unless:the person is operating a medallion towing vehicle summoned by the Police Commissioner; or the person has been summoned by a bona fide automobile or motor club or automobile insurance company on behalf of the owner or operator of the disabled vehicle.
