This section does not apply to a bona fide automobile or motor club, association, or insurance company. No person towing a disabled vehicle may:offer to secure or provide bail for any person involved in the incident; enter into an agreement, oral or written, to secure or provide bail for any person involved in the incident; or arrange for the providing of bail for any person involved in the incident.
