Within the territory described in the Central Business District, no vehicle shall be permitted to stand in any streets or alleys, or portions of streets or alleys (between curb lines) of 20 feet in width, or less. Provided, however, that this section shall not be enforced or applied unless and until appropriate signs are posted in conformance with the provisions of this section. Provided that this section shall not apply to vehicles using such streets or alleys for the purpose of loading or unloading baggage, merchandise, or freight.
