The Director of Transportation shall keep all parking meters installed under this subtitle in a good operating condition, clean and properly painted. Each meter shall have a location number clearly marked on it in a conspicuous place. This number:shall be used to identify the location of the meter and, thus, of any vehicle charged with a parking violation at that location; and will serve as a means of identification for reporting defective meters, violations, or other occurrences.
