The Board of Estimates, in accordance with the procedures outlined in <cite data-doc="City of Baltimore, Md., Charter">the City Charter</cite>, may enter into one or more contracts for: the leasing or purchasing and the installation and maintenance of parking meters; the purchase of parts and equipment for the maintenance and operation of the parking meters, as the Board from time to time determines to be in the best interests of the City; and the establishment and operation of Mobile-Payment Systems for metered parking.
