## § 12-1 Legislative findings; losses to be covered.

Balt., Md., Code art. 5, § 12-1 (2026)

(a) The Mayor and City Council of Baltimore has conducted a management audit of the City’s insurance program and an actuarial review of its casualty and liability losses and has determined that there is a need for a self-insurance fund for liability, casualty, property, and other designated losses, administered as an insurance and risk management program.

(b) Casualty and property losses include, but are not limited to, uninsured losses to City buildings and contents, City vehicles, City water craft, City boilers and machinery; workers’ compensation and employers liability; and third-party general liability and automobile liability losses.
