If the contractor is delinquent in submitting his or any of his subcontractors’ payrolls, processing of partial payment estimates may be held in abeyance pending receipt of the payrolls. In addition, if the contractor is delinquent in submitting any payroll, the contractor shall forfeit and pay to the City a penalty of $10 for each calendar day that the weekly payroll is late.
