Bid conditions, requests for proposals, and all other specifications for contracts awarded by the City must require that, where a contract goal is applicable, the bidder must: make good faith efforts before the opening of bids or submission of proposals to meet the contract goal; and keep records of its good faith efforts, adequate to permit a determination of compliance with this chapter.
