There is a Public School Construction and Renovation Special Fund. The Special Fund is a continuing, nonlapsing fund established under the authority of <cite data-doc="City of Baltimore, Md., Charter" data-path="I|§12">City Charter Article I, § 12</cite> (“Special funds for education”). The purpose of the Special Fund is to provide increased support to the Baltimore City Public School System for:new school construction; and the renovation and improvement of existing school buildings. The Special Fund consists of:money appropriated to it by the annual Ordinance of Estimates or by a Supplementary Appropriation; and contributions, grants, or gifts received from any public or private source for the benefit of the Special Fund.
