Whenever a provision of this Division IV refers to any portion of the Maryland Code, the Code of Maryland Regulations <em>{COMAR}</em>, and the State Forest Conservation Manual, the reference applies to any subsequent amendment to that portion of the code, regulations, or manual unless the referring provision expressly provides otherwise.
