“Agency” means any department, board, commission, council, authority, committee, office, or other unit of City government. “Agency” also includes:Baltimore Children and Youth Fund; Baltimore City Parking Authority; Baltimore Development Corporation; Baltimore Police Department; Enoch Pratt Free Library of Baltimore City; Housing Authority of Baltimore City; Local Development Council, South Baltimore Video Lottery Terminal; Pimlico Community Development Authority; South Baltimore Gateway Community Impact District Management Authority; and any individual not embraced in a unit of City government who exercises authority comparable to that of the head of a unit of City government.
