The decision of the Panel must comply with the same requirements as those imposed by Title 2, Subtitle 3 {“Administrative Hearings”} of <cite data-path="|health">this article</cite>. On the question of whether an animal is a vicious animal, the Panel must determine, based on the facts presented:whether the animal:is a vicious animal; is not a vicious animal, but is a dangerous animal; or is neither a vicious nor a dangerous animal; and what, if any, corrective action is appropriate.
