(a)
President decides without debate. The President decides all points of order without debate.
(b)
Decision final unless appealed.
(1)
A Councilmember may appeal by requesting a roll call vote on a motion to sustain the President’s decision.
(2)
A majority vote sustains the decision of the President.
(3)
If a majority vote does not sustain the President’s decision, the point of order is reversed.
