The Mayor and City Council by ordinance may:provide for the nomination of special traffic enforcement officers; and set the duties and functions of and procedures governing special traffic enforcement officers. Subject to the ordinance adopted under <cite data-path="16|§16-16C|(a)">subsection (a) of this section</cite>, the Commissioner may:appoint an employee of the City to be a special traffic enforcement officer; and revoke the appointment of a special traffic enforcement officer at any time. The Commissioner shall keep a record of:special traffic enforcement officer appointments; and the completion of an accredited conflict resolution training course by each special traffic enforcement officer. The Commissioner shall approve the form of badge and the type of uniform that a special traffic enforcement officer wears. Except as limited by paragraph (2) of this subsection, a special traffic enforcement officer has the same authority to control and direct pedestrian and vehicular traffic under the Maryland Vehicle Law and Baltimore City ordinances regulating motor vehicles as a police officer under the following circumstances:during regular high traffic periods; as necessitated by an emergency situation or incident; and in connection with a special event. A special traffic enforcement officer has no power to:issue citations for moving violations other than for a failure to obey lawful traffic direction or traffic control devices; or make arrests.
