The Director of the Department of General Services must submit a report to the County Council and County Executive by September 30 each year. The report must include:
(a)
an assessment of compliance with this Article;
(b)
successes, challenges, and barriers experienced in implementation; and
(c)
any recommendations for improvement of the standards and compliance.
