(a)

Complaint. A person with direct knowledge of a violation of this Chapter may file a written complaint with the Department under Chapter 11.

(b)

Enforcement authority and procedures. The Department may enforce this Chapter under Chapter 11.

(c)

Penalties.

(1)

A person who violates this Chapter is liable for the civil penalties under Chapter 11; and

(2)

The County may enforce this Chapter under the provisions for a class "A" violation under Sections 1-18 and 1-19 of this Code.

(d)

Alternative remedy. This Chapter does not limit the rights of a person to seek a remedy that is otherwise available.
