Before subscription agreement. Before a purchaser signs a subscription agreement, the developer must deliver a copy of the property report to the purchaser.

Before issue of membership certificate. Before a developer issues a membership certificate, the developer must deliver to the purchaser a copy of a change made in the property report after making the subscription agreement.
