(a)
The Office of Minority and Multicultural Affairs must:
(1)
organize an annual ethnic heritage festival; and
(2)
provide for citizen participation in the festival planning.
(b)
The Committee should assist the Office of Minority and Multicultural Affairs in planning the festival.
