(a)
A person must not cause or allow the emission into the atmosphere of any gas, vapor, or particulate matter beyond the person’s property line or unit if a resulting odor creates air pollution.
(b)
The Director may issue a citation for violating subsection (a) if the Director:
(1)
witnesses the violation; or
(2)
receives complaints from at least 2 individuals who have person knowledge of the air pollution odor.
