Sec. 68B-2. Findings; General Intent.LinkCopy Citation
(a)
The State Highway Administration has widened Interstate Route 495 between Bradley Boulevard and the American Legion Memorial Bridge in Montgomery County from 6 lanes to 8 lanes.
(b)
The I-495 project does not include adequate noise abatement measures to protect the properties in the districts from the harmful effects of the projected increase in road noise.
(c)
The I-495 project will substantially increase the noise level for the residents of the dwelling units in the districts. This increased noise may be harmful to the health of the residents of these units.
(d)
Noise abatement projects such as the construction of noise barriers will substantially reduce the noise from the I-495 project and thereby protect the health and general welfare of the residents of the districts. The barriers will also promote public safety for residents of the districts.
(e)
Creation of the districts is necessary to fund construction of a noise abatement project.
