### COMCOR 11B.00.03 On-Line Procurement Subscription Fees

#### 11B.00.03.01Formal Subscription Fee

    1.   A subscription fee of $200 is required for a two year period

#### 11B.00.03.02 General

    1.   Information and Access

      Upon payment of the subscription fee, access will be provided to the On-Line Procurement System containing computerized procurement information. Users who elect to pay the subscription fee will not have to pay the existing solicitation copy fee. The system will be available 24 hours a day, on a seven days a week basis.

    2.   Payment

      The subscription fee must be paid in full before a user will be provided access rights and passwords.

    3.   Refunds

      The subscription fee is not refundable under any circumstances.

    4.   Transfers

      The subscription fee is not transferable.

    5.   Waiver of Subscription Fee

      The Director, Office of Procurement, may waive the formal subscription fee under the following conditions:

      a.   competition would be unduly restricted

      b.   undue hardship would be caused to minority owned businesses as defined in the Montgomery County Code; or

      c.   when it is in the best interest of the County

#### 11B.00.03.03 Severability

    If a court holds that part of this regulation is invalid, the invalidity does not affect other parts.
