Sec. 10-112. Prerequisite of certification of available funds

Except in cases of emergency, as specified in Section 10-151, no purchase order shall be issued and no contract shall be executed, under this Division or otherwise, involving the expenditure of County funds, until the Finance Director has certified, in writing, that there is to the credit of the using department or agency concerned a sufficient amount of unencumbered, appropriated funds, in excess of all unpaid obligations, to defray the amount of such order or contract.
