(a)
There is hereby established and created a special purpose fund to be known as the "Mass Transit and Operations Special Revenue Fund." It shall be operated in accordance with the provisions of this Section.
(b)
The purpose of this Fund shall be to finance the costs of mass transit operating activities of the County, including but not limited to, debt service on County Mass Transit General Obligation Bonds and the County's share of interjurisdictional mass transit operating activity costs.

In preparing his proposed current expense budget, the County Executive shall estimate total revenues available for appropriation to the Fund in that year. If the Executive determines that expenditures from the Fund may exceed the estimated total of revenues available for payment into the Fund, then there shall be appropriated to the Fund for that year the revenues the County receives from the State under the grant program provided for in Section 12H of Article 81, Annotated Code of Maryland, in an amount which will be required to finance all Fund expenditures for that year.
(d)
Unexpended appropriations to this Fund shall lapse into and become a part of the General Fund at the end of the fiscal year and shall not automatically accumulate within the Fund.
